Evaluating the Implementation of the European Youth Strategy

Young people are at the heart of Europe’s future. The European Youth Strategy (EUYS) 2019–2027 sets out a vision to empower youth across the EU—promoting participation, inclusion, and equal opportunities while ensuring that young people’s voices are heard in policy decisions that shape their lives. As the EUYS enters its final phase, assessing how effectively it has been implemented is essential for informing future youth policy beyond 2027.

Commissioned by the European Parliament (EP), Visionary Analytics is conducting a study to support the Parliament’s implementation report on the European Youth Strategy (2019–2027). The research evaluates how the strategy has been implemented in six Member States—Bulgaria, Croatia, Germany, Italy, Lithuania, and Portugal—covering the period 2019 to 2025, and will provide forward-looking insights and recommendations to guide future initiatives.

The study focuses on three key areas:

  • Policy coherence of the EUYS, particularly in relation to the 11 European Youth Goals.

  • Youth mainstreaming across EU policies and programmes.

  • Two in-depth case studies exploring youth participation in EU policymaking, and the relationship between the EUYS and the quality of education and training available to young people.

To achieve these goals, the research combines desk research, EU- and Member State-level interviews, and an online survey with key stakeholders and youth representatives.

Expected to conclude by December 2025, this study will provide evidence-based insights to strengthen Europe’s approach to youth engagement and ensure that future youth policies continue to empower the next generation to participate fully in society and shape Europe’s democratic and inclusive future.
