Justas Šimanskas has been conducting public policy research at Visionary Analytics since 2025, he has been in the field since 2024. Thematically, his work focuses on analysis and evaluation of educational, human capital, social, and cohesion policies, with an emphasis on regional development.

As a Researcher, Justas coordinates and conducts research or evaluation assignments from extensive data collection, methodology application to final output development, such as analytical reports and policy recommendations.

Throughout his career, Justas has also worked on the topics of inclusive, accessible, and digital education, youth wellbeing and community mental health, and their role in supporting economic and social development. Justas has designed and delivered studies along with evaluations using a wide range of methods, specialising in policy evaluation and impact assessment, theory of change development, qualitative and quantitative research, survey design and analysis, and data interpretation and synthesis. His portfolio includes working with clients such as Ministry of Finance of the Republic of Lithuania, Ministry of Social Security and Labour of the Republic of Lithuania, Ministry of the Economy and Innovation of the Republic of Lithuania, the EEA and Norway Grants, and multiple others.
