Expertise

Justas Šimanskas has been conducting policy research at Visionary Analytics since 2025. Throughout his career, Justas was involved in multiple projects in the domains of educational, human capital, social, and cohesion policies, with an emphasis on regional development, reform implementation, and capacity-building. Currently, his thematic focus is mostly oriented towards inclusive, accessible, and digital education, youth wellbeing and community mental health, and their role in supporting economic and social development.

As a Researcher at Visionary Analytics, Justas coordinates and conducts research or evaluation assignments using both qualitative and quantitative research methods, overseeing all stages of research from preparing the conceptual and methodological research tools, to undertaking extensive data collection and analysis using R, to developing the final outputs, such as analytical reports and policy recommendations. His portfolio includes working with clients such as the Ministry of Finance of the Republic of Lithuania, Ministry of Social Security and Labour of the Republic of Lithuania, Ministry of the Economy and Innovation of the Republic of Lithuania, the EEA and Norway Grants, and multiple others.
