Jonas Antanavičius has been conducting public policy research at Visionary Analytics since 2013, with a particular focus on research, innovation, and digitalisation policy.

As Partner and Research Director, Jonas manages multiple framework contracts and leads complex research and evaluation assignments for national, EU, and international institutions. He oversees all stages of research, from methodological design to coordination of multi-country fieldwork, to analysis, reporting, and development of policy recommendations. He also mentors a team working on research and innovation policy. Jonas has substantial expertise in the design, revision, and implementation of indicator and monitoring frameworks, including the European Innovation Scoreboard, Regional Innovation Scoreboard, European Research Area Scoreboard, Industrial R&D Scoreboard, and European Startup and Scaleup Scoreboard.

Jonas has designed and delivered studies and evaluations using a wide range of qualitative and quantitative methods, including counterfactual impact evaluation, theory-based evaluation, cost-benefit analysis, surveys, interviews, meta-analysis, statistical analysis using R and gretl. His project portfolio includes work for the European Commission (RTD, CONNECT, REGIO), Lithuanian ministries, European and Lithuanian agencies.
