Dr Žilvinas Martinaitis is a Managing Partner at Visionary Analytics. He is in charge of strategic guidance and key business processes supporting value creation for our Clients and the continuous professional growth of our Team. Žilvinas has been carrying out policy analysis since 2005. He is a founding partner at Visionary Analytics, where he leads knowledge acquisition, development, and management.

As a Partner and Research Director, Žilvinas directs complex, large-scale impact assessment, evaluation, research, and technical assistance projects, predominantly for the EU institutions, including DG CONNECT, DG RTD, DG EMPL, and DG EAC. He oversees all stages of research, from methodological development to coordination of large-scale, multi-country projects, analysis, reporting, and the development of policy recommendations, while also mentoring a team working on these thematic areas.

Žilvinas has co-authored a number of academic papers together with evaluation guidelines and is passionate about research design.
