Education and Human Capital

Education and life-long learning remain the cornerstones of a prosperous society, especially as we enter the age of digital technologies and unparalleled environmental challenges. To that end, sound and effective education and human capital policies are also key to unlocking the full range of human potential. 

At Visionary Analytics, we focus on four domains within education, namely school education, vocational education and training, higher education, and adult learning, as well as the relationship between education policy and labour market structural change. Our team has experience in closely related fields such as youth and culture policy.  

More specifically, we have developed expertise in fieldwork with school communities (including students, teachers, parents, and school leaders), participatory approaches and stakeholder engagement, and in assessing digital platforms and funding mechanisms for education. Our team is experienced in determining skill needs at various levels, ranging from company to sectoral to national. We support novel approaches to education governance and reforms, conduct policy monitoring and evaluation, and conduct foresight activities.

EU Youth Strategy 2019-2027: Taking stock and the way forward (2025)

Our aim of the study was to support the EP’s implementation report on the implementation of the European Youth Strategy (2019-2027) by evaluating its implementation in six selected Member States, namely Bulgaria, Croatia, Germany, Italy, Lithuania, and Portugal. The focus of the study includes the time frame between 2019 and 2025, including forward-looking insights and recommendations, informing decisions post-2027. This research was prepared at the request of Parliament's Committee on Culture and Education (CULT) to support its implementation report on the EUYS 2019-2027 (2025/2115(INI)).

Well-being in digital education (2023-2024)

The integration of well-being into digital education is a growing priority at the EU level, reflecting efforts to ensure healthier and safer online experiences for children and youth and their responsible use of digital technologies. With this assignment, we identified, analysed, and provided research evidence on the well-being of the school community in the context of digital education environments, taking into account the broader ecosystem and covering not only the state of play but also the needs and ways forward. This study by the Joint Research Centre and Visionary Analytics deepens the understanding of WBDE, identifying policies, practices, and evidence from schools across EU Member States.

EU education, youth and sports policy - overview and future perspectives (2024)

With this assignment, we identified, analysed, and provided a comprehensive overview of the status quo and forward-looking insights in the areas of EU education and training, youth and sport policy for the Members of the Culture and Education (CULT) Committee at European Parliament, as well as recommendations for the potential ways of addressing the identified future challenges and opportunities.

Scenarios for the future of school education in the EU – a foresight study (2022-2023)

The study, partnered with AIT, ISINNOVA, and 4strat developed exploratory scenarios defining the fture of school education in the EU by 2040 for European Commission's DG EAC. The answers were provided in the foresight study with contributions of more than 80 European Commission officials, school education experts, representatives of teacher, student and headmaster umbrella organisations, and other stakeholders, from across the EU.
