Future-fit Governance

To address current challenges and seize future opportunities, the decision makers have to undertake innovative and, sometimes, bold governance tools and approaches. Monitoring and evaluation enables them to deploy resources with more impact.

The COVID-19 pandemic has also shown that governments need a vision and flexibility when adapting to changing circumstances. Citizens increasingly expect to receive personalised digital services, transparent and clear information.

In order to address complex problems, the public sector is expected to collaborate with stakeholders from different sectors in the decision-making processes (co-design) and implementation (co-delivery). In the context of rapid digital transformation, big data analytics is also gaining increasing importance in analysing and shaping our complex futures.

We contribute to future-fit governance through a variety of services. First, we have solid experience in impact assessment, ex ante, interim and ex post evaluation of policies as well as institutional evaluations.

Second, our team has been involved in the design and evaluation of policy mixes and operational programmes implemented using EU structural and investment funds over 2006-2027. We have very good understanding of Cohesion policies in the new EU Member States, as well as the instruments and initiatives designed to implement these policies, such as smart specialisation. This experience has allowed us to follow the evolution of EU Cohesion policy and gain deep understanding on the synergies between EU and national policies.

Finally, to anticipate trends and developments in a fast-changing world, and to draw corresponding strategies in close collaboration with our clients, we apply tailor-made foresight analysis tools and methods, such as scenario planning, Delphi surveys, expert panels, trend analysis, and roadmapping.

Consultations to the Managing Authority on the implementation of EU Cohesion Policy (2019-2021)

The project, partnered with ESTEP, provided consultations to help the Managing and Certifying Authority (Ministry of Finance of the Republic of Lithuania) to refine the administration of 2014-2020 EU Investment Funds and to better prepare for the administration of post-2020 EU Investment Funds.

Feasibility Study of Lithuanian Space Sector Development - Expro+ (2018-2019)

With this research project we aimed to map Lithuania’s industrial and academic entities relevant for the space sector, analyse their potential contributions to the development of space industry, and identify probable scenarios as well as steps needed to strengthen sector’s development in Lithuania. The project was delivered for European Space Agency through numerous foresight methods such as delphi surveys and road mapping, including recommendations for space policy.

Identification of R&D and innovation priorities for Lithuanian Smart Specialisation Strategy (2013-2014)

Through this assignment for MOSTA with generous support from our international expert group, we identified R&D and innovation priorities for Lithuania and provided specific recommendations for implementation of Smart Specialisation Strategy (RIS3). Successful implementation of the project has resulted in Lithuanian Smart Specialisation Strategy, approved by the Lithuanian Government. In addition, the findings of the project largely contributed to the preparation of implementation plans of each priority.
