Research on science, technology and innovation policy, as well as on industrial competitiveness Clusters, global value chains, and catching up strategies for small economies




Marek has a mixed background in computer science and technology governance. His particular fields of expertise are technology policy and development economics.

Marek is the chairman of the board of the Institute of Baltic Studies, a public policy think tank that focusses on the developments in the Baltic Sea Region. For past 20 years, he has held different national and international expert

and advisory positions with, among others, with the European Commission and UNCTAD. He has served as the Permanent Secretary of the Estonian Research and Development Council and the Strategic Advisory Board

to the Estonian government, chaired by the Prime Minister of Estonia. He served as the Estonian delegate to the Information Society Technologies (IST) programme in FP5 and FP6, and as the national expert in social sciences and

humanities (SSH) in FP7. He has been a member of DG Research expert

group on synergies between Smart Specialisation Strategies and European

Structural and Investment Funds.
